The monitoring revealed the following shortcomings.
In particular, the rooms of the sobering-up facilities in Nukus city and Qonliko‘l district were in need of repair and did not meet sanitary-hygienic requirements. It was also identified that the sobering-up point in Qonliko‘l district lacked washing rooms and was not fully supplied with medical items and medicines. Deficiencies related to household supplies and guarding were remedied on the day of the monitoring.
Because the buildings allocated for the sobering-up facilities under the Nukus city and Qonliko‘l district medical associations are in an emergency condition, the Ombudsman submitted a recommendation to relocate them to other premises. Measures are currently being taken to relocate these facilities.
During the monitoring visit to the Amudarya District DIA Temporary Detention Facility, shortcomings concerning natural lighting in the cells and the lack of certain necessary equipment were eliminated on site. Information on the rights, freedoms, and obligations of detainees was also posted in the cells.
At the Karakalpakstan regional branch of the Republican Specialized Narcology Scientific-Practical Medical Center, shortcomings regarding the provision of patients with clean household items and nutrition were addressed. In addition, recommendations were given to expand the outdoor walking area for patients.
