Issues of Ensuring Human Rights Discussed
On 4 March 2026, the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) held a meeting with Azizkhan Umarhonov, Head of the Department for the Execution of Sentences under the Ministry of Internal Affairs.

During the meeting, the results of monitoring visits conducted by the Ombudsman in 2025 together with members of public monitoring groups to penal institutions and other closed institutions where persons with restricted freedom of movement are held were discussed. In particular, the participants exchanged views on the conditions of detention of convicted persons and detainees, as well as on measures aimed at ensuring their rights and legitimate interests. The parties also reviewed the results of the analysis of appeals related to human rights and freedoms and identified joint measures for future priority areas of cooperation.

For reference, over the past five years, the Ombudsman and public monitoring groups under her leadership have conducted more than 3,000 monitoring visits to closed institutions where persons with restricted freedom of movement are held.

In particular, in 2025 954 monitoring visits were conducted to such institutions. During these visits, collective meetings were held with more than 11,000 convicted persons and detainees, while 5,487 individuals were interviewed individually.

As a result of the review of response measures submitted by the Ombudsman regarding identified shortcomings, conditions in a number of institutions were improved, and more than UZS 8.5 billion was allocated for these purposes.
