Public Disclosure of Alimony Debtors Is Contrary to Human Rights — Ombudsman
Reports circulating on social media indicate that in Jizzakh region lists of individuals with alimony arrears are being shared in mahalla Telegram groups, and their photographs are being posted in mahalla buildings and on mosque premises.

It should be emphasized that Article 26 of the Constitution of the Republic of Uzbekistan establishes that human honor and dignity are inviolable. Nothing may serve as grounds for their humiliation.

Furthermore, pursuant to Article 7 of the Criminal Code of the Republic of Uzbekistan, punishment and other legal measures shall not aim to inflict physical suffering or to degrade human dignity.

The payment of alimony is a legal obligation of a parent and an inherent right of the child. The child’s right to maintenance is protected by the state, and measures to ensure such support must be carried out strictly within the framework of the law.

However, practices such as publicly shaming debtors, disseminating their personal data, or displaying their photographs in public places do not comply with the principles of a rule-of-law state and lead to the degradation of human dignity.

Human dignity stands above any enforcement measures.
