During the visits, conditions were examined in Pre-trial Detention Center No. 8, Settlement Colony No. 40, the Special Reception Center for Persons Subjected to Administrative Arrest, the Temporary Detention Facility of Gulistan City, the Syrdarya Regional Branch of the Republican Specialized Scientific and Practical Medical Center of Narcology, and the Syrdarya “Muruwwat” Home for Women with Disabilities.
The monitoring focused on living conditions of persons with restricted freedom of movement, access to food, medical care, and employment, as well as facilities for long- and short-term meetings and the realization of the right to appeal. Sanitary conditions of cells and premises, video surveillance systems, and rooms for lawyers and investigators were also inspected.
At Pre-trial Detention Center No. 8, it was found that some cells require repairs, and renovation work has already begun in several of them. During the monitoring, two individual appeals were received from female detainees.
It was established that Settlement Colony No. 40 has established a “Professional Skills” Center offering 11 vocational directions, including greenhouse management, poultry farming, beekeeping, plumbing, baking, electrical work, sewing, hairdressing, and maintenance of solar panels and heating collectors.
Conditions were also examined at a brick production workshop where 38 convicts from Settlement Colony No. 40 are employed. The inspection revealed that the shower facilities require repair; however, no complaints regarding food or living conditions were received.
During the monitoring visits, the Regional Representative of the Ombudsman in the Syrdarya Region also conducted on-site receptions, during which appeals were received from individuals who wished to meet privately.
Based on the identified shortcomings in the Temporary Detention Facility of Gulistan City, a submission was made by the Ombudsman to the relevant authority. Response measures will also be taken regarding issues identified in other institutions.
