The main tasks of the center include round-the-clock admission of neglected or socially vulnerable minors aged three to eighteen, protection of their life and health, and implementation of individual preventive measures to prevent repeated offenses. In addition, the center examines the causes and circumstances that led to a child being left without supervision and reports this information to the relevant authorities. When necessary, children are placed in specialized educational institutions.
During the monitoring, it was revealed that 6 minors were being held at the center. The Regional Representative reviewed practical measures regarding the children’s return to education, social adaptation, and psychological support. Recommendations were also provided to strengthen systematic work with children at risk of being left without supervision, ensure social follow-up of minors after they leave the center, and expand access to psychological services.
It should be noted that, in accordance with Article 10 of the Law “On the Commissioner for Human Rights (Ombudsman) of the Oliy Majlis of the Republic of Uzbekistan,” the Ombudsman carries out monitoring visits to closed institutions where persons with restricted freedom of movement are held, including centers for social and legal assistance to minors.
