Issues of gender equality and human rights in the justice system discussed in Kazakhstan
Feruza Eshmatova, the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman), is currently on a working visit to Astana, Republic of Kazakhstan.

Her visit is aimed at participating in events organized in cooperation with the Constitutional Court of the Republic of Kazakhstan, the Mazhilis of the Parliament of the Republic of Kazakhstan, and the OSCE Programme Office in Astana on the occasion of the 30th anniversary of the Constitution of Kazakhstan. The purpose of the visit is to discuss pressing issues in the field of justice, study international experience and best practices, as well as to further strengthen international relations in the sphere of human rights and freedoms.

On 11 September 2025, the visit began with the motivational meeting “Women in Justice Empowerment Breakfast.” This non-traditional format breakfast was attended by judges of the Constitutional Court and Supreme Court of Kazakhstan, representatives of parliamentary committees, as well as judges and ombudspersons from Bosnia and Herzegovina, the United Kingdom, Kyrgyzstan, Tajikistan, and Uzbekistan. The event was also joined by representatives of leading international organizations, including the Organization for Security and Co-operation in Europe (OSCE), the Venice Commission, the International Association for Court Administration, and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).

The meeting focused on strengthening the role and authority of women in the field of justice, supporting their professional development, and fostering regional cooperation.

It should be emphasized that placing an emphasis on “women judges” is a policy grounded in international practice and research. According to international analyses, an increase in the share of women in the judiciary enhances public trust and expands access to justice for citizens affected by violence and discrimination.

The dialogue continued with the international conference “Women in Justice: Professional Development through Cooperation” — Central Asia Dialogue Platform. The participants discussed issues of creating equal opportunities in the administration of justice, taking gender perspectives into account in the effective protection of human rights and freedoms, as well as mentoring programmes and regional cooperation.

At the conclusion of the conference, the participants adopted a joint statement on expanding regional cooperation, enhancing the role and authority of women in the judiciary, and ensuring the protection of human rights.
