During the monitoring visits, the conditions of sleeping quarters for detainees, bathrooms, dining areas, medical units, conditions for storing food and medicines, libraries, cultural leisure, telephone communication, rooms for short-term and long-term visits, search rooms, walking areas, conditions of premises for investigators and lawyers, as well as the state of video surveillance cameras were examined.
During the monitoring, a number of shortcomings were identified in the Urgut inter-district facility for providing medical assistance to persons in a state of intoxication, as well as in the IVS of the Kushrabot, Payaryk, and Taylak districts.
It was also revealed that the Special Reception Facility lacks certain equipment for accommodation and питания due to the regular increase in the number of persons exceeding the установленного лимита.
During the monitoring, appeals submitted through the “Ombudsman’s Box” were received, and on-site receptions were organized; appeals from convicted persons and detainees were also received individually.
We inform that, following the results of the monitoring, response measures of the Ombudsman are being submitted in the form of official documents to the relevant ministries and ведомства.
