Ombudsmen exchange experience on protecting human rights in the context of digitalization
On October 23, 2025, the IX International Scientific and Practical Conference titled “Challenges in Protecting Human Rights: Exchange of the Best Ombudsman Practices” was held in Moscow.

The event was attended by representatives of ombudsmen and international organizations from more than 60 countries across Europe, Asia, Africa, Latin America, and South America.

During the conference, participants discussed issues such as the protection of human rights in the digital society, safeguarding personal data, reducing digital inequality, ensuring cybersecurity, and preventing destructive content on the Internet.

As Ombudsman Feruza Eshmatova emphasized, digitalization is not merely the introduction of modern technologies, but the creation of open, prompt, and effective mechanisms to ensure human rights.
In digital processes, it is essential to respect the rights and freedoms of every citizen and to adhere to the principles of transparency and responsibility when handling data.

It was noted that Uzbekistan is implementing the “Digital Uzbekistan – 2030” Strategy aimed at developing the digital economy.

At the same time, it was stressed that the processes of digital transformation also encompass the field of human rights protection.

At the conclusion of the conference, participants exchanged views on practical experiences of digitalization in various countries, advanced methods of using digital technologies to protect human rights, and ensuring digital security.
