Monitoring Visits Conducted by the Regional Representative of the Ombudsman in Namangan Region
The Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in Namangan Region conducted monitoring visits to a number of closed institutions holding persons with restricted freedom of movement. In particular, the conditions in Pre-trial Detention Center No. 6 of Uychi District, the Temporary Detention Facility of the Namangan Regional Department of Internal Affairs, Penal Colony No. 6 of Pap District, and the Special Reception Center for persons subjected to administrative arrest were examined.

During the visits, the conditions of detention, nutrition, access to medical services, involvement in labor, meetings with close relatives, and the right to appeal were studied. Sanitary conditions in cells and premises, the video surveillance system, meetings with lawyers, and procedures for receiving mail and parcels were also reviewed.

It was established that a new building accommodating over 200 persons has been put into operation at Pre-trial Detention Center No. 6 in Uychi District. Educational classes for minors have also been organized. During the monitoring of this facility, three appeals were received through the Ombudsman’s Box, while eight individuals were heard during the on-site reception, to whom legal advice was provided. In addition, medical assistance was rendered to one of the convicted persons.

At the Temporary Detention Facility of the Namangan Regional Department of Internal Affairs, 98 video surveillance cameras and a radio broadcasting system are in working condition. It was also reported that construction is planned for a waiting hall, a shop, and toilets for relatives of detainees.

In Penal Colony No. 6 of Pap District, on the occasion of a holiday, various incentive measures (letters of appreciation, telephone calls, visits, parcels) were applied to 203 convicted persons. In addition, 30 convicted persons who completed the "Cookery" course received certificates, and a competition was held with dishes they prepared.

Within the framework of the monitoring, collective conversations with more than 800 convicted persons and individual meetings with seven of them were conducted, and their appeals were studied.

At the Special Reception Center in Namangan, it was noted that the technical and infrastructural shortcomings identified during the previous monitoring have been completely eliminated, and the facility now operates in accordance with established requirements.
