Citizen Appeals Addressed Locally and Positively Resolved
Appeals submitted to the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) are reviewed impartially and, when necessary, examined on-site. This approach enables practical assistance in restoring citizens’ rights. For example, in April 2024, S.G., a resident of Ulugnor, Andijan region, submitted an appeal regarding difficulties in receiving vacation pay from a medical association, even though she was on annual leave. This appeal was taken under the supervision of the Ombudsman’s representative in Andijan region and investigated in cooperation with prosecutorial authorities. As a result, approximately 10 million UZS in vacation pay was recovered in favor of S.G.

In another appeal from Navoi region, M.Y., a resident of Navbakhor district, claimed he had been unlawfully dismissed from his job. This case was handled by the Ombudsman’s regional representative in Navoi region in collaboration with the Regional Department for Poverty Reduction and Employment. The investigation revealed that after returning from parental leave, M.Y. was assigned to a position of a worker on maternity leave rather than his own role. Once that worker returned, M.Y. was dismissed. Thanks to the Ombudsman’s intervention, M.Y. was reinstated and is currently employed in his original position.

Another appeal from Kuyi Chirchik district concerned the incomplete accounting of employment years in calculating a pension. The applicant, N.I., had been requesting the district office of the Extra-Budgetary Pension Fund since 2023 to include six years of work experience on farms in his pension calculation, without success. The Ombudsman’s regional representative in Tashkent region reviewed the case. As a result, on May 31, 2024, the district pension office commission invalidated its previous decision, adding the six years of work experience to the applicant’s total employment record. The pension fund office was instructed to recalculate the applicant's pension.
