During previous visits to the colony, the Ombudsman recommended repair work in Building No. 12 and improvements to the conditions in inmates' cells. The current monitoring revealed that repairs had been completed in this building, and previously identified deficiencies in the cells were addressed.
As part of the monitoring, the representative also examined the living conditions, food, medical care, and other aspects of inmates' accommodations.
The "Ombudsman Boxes" for receiving appeals were checked, and individual interviews were conducted with those who had submitted appeals. All appeals received during the monitoring were placed under review, measures were taken to resolve them, and legal explanations were provided on-site for some issues.
One appeal concerned an inmate's health condition. Upon review with the colony’s medical staff, it was recommended to transfer the inmate to Specialized Hospital No. 23 for further treatment.
Additionally, the Ombudsman’s regional representative in Bukhara reviewed the conditions in Detention Center No. 4 based on a separate appeal.
It should be noted that the Ombudsman prepares analytical reports following monitoring visits to prevent torture, highlighting identified shortcomings and submitting these reports to the chambers of the Oliy Majlis.
